Air Traffic
Management Group
ATMG
The ATMG is an operations working
group of the NAT IMG; it is directed to work on the
operational issues of the NAT Development Programme.
Terms of
Reference:
The ATMG will report to the NAT IMG and seek
approval of proposed changes to the NAT Region air navigation
documentation in accordance with the following Terms of
Reference.
- To keep under review the Application of
Separation Minima (North Atlantic Region) document.
- To keep under review detailed operational
requirements for On-line Data Interchange (OLDI) messages in
support of Air Traffic Management (ATM).
- To take into account, and develop as
required, NAT Region requirements for Air Traffic Flow
Management (ATFM) in harmonisation with Air Traffic Flow
Management (ATFM) developments in the CAR, EUR and NAT
Regions.
- To keep under review the operational
requirements for Airspace Management (ASM) in the NAT
Region.
- To determine the Air Traffic Management
(ATM) requirements for the implementation of Automatic
Dependent surveillance (ADS) in the NAT Region.
- To determine Air Traffic Management (ATM)
requirements for the NAT Region in relation to the
implementation of 1,000' vertical separation
minimum.
- To develop a contingency plan for the
oceanic control areas in the NAT Region.
- To develop procedures for reduced
horizontal separation in the NAT Region, based on the findings
of the RSSIG.
- To address other issues as directed by the
NAT IMG.
Lines of Action
The following Lines of Action have been
allocated to the ATMG:
- Develop operational requirements for data
link applications.
- Identify and recommend areas where expanded
radar coverage is deemed feasible and cost
effective.
- Develop ATC procedures for air/ground data
link applications.
- Develop ATC procedures for direct
pilot/controller voice communications via AMSS.
- Develop the Fourth Edition of the Common
Application of Separation Minimum document.
- Define operational requirements for the use
of MET data in future systems.
- Identify operational requirements for an
integrated Flight Information Service by aircraft.
- Identify operational requirements for
automated access to Flight Information Service by
aircraft.
- Develop procedures for the use of AMSS
voice in emergency and non-routine communications.
- Develop procedures for initiating alerting
action in an ADS based ATC system.
- Identify necessary steps associated with
ATFM and propose work plan.
- Develop a common approach to airspace
reservations.
