<p>The North Atlantic Central Monitoring Agency (NAT CMA) is run by National Air Traffic Services Ltd on behalf of ICAO. It is non-profit making and employs one full-time professional plus part time administrative and data analysis support.</p>
<p>Its major functions are to:</p>
<p>monitor all aspects of horizontal and vertical navigation performance in the NAT, including technical height keeping performance;<br />
monitor aircraft approval status to help keep unapproved operations in NAT MNPS/RVSM airspace to an acceptable minimum, and;<br />
carry out risk assessments and make recommendations to ICAO through the NAT SPG to improve safety.</p>

Background</p>
<p>ICAO established its North Atlantic Systems Planning Group (NAT SPG) in 1965 to study, monitor, evaluate the NAT air navigation system in the light of changing traffic characteristics, technological advances and traffic forecasts.</p>
<p>In 1994 the North Atlantic Implementation Management Group (NAT IMG) was formed to coordinate and manage &#8211; on behalf of NAT SPG &#8211; the implementation of change to the NAT air navigation system.</p>
<p>In 1996 a meeting of the North Atlantic NAT IMG endorsed the establishment of a Programme Coordination Office (NAT-PCO) to coordinate the establishment and implementation of a development programme for the NAT region. It was agreed that the UK would provide such a programme coordination service on behalf of the IMG.<br />
The objectives of the NAT PCO are:</p>
<p>To produce and maintain a NAT Development Programme Plan (NAT DPP) on behalf of the NAT IMG.<br />
To coordinate the implementation of the NAT DPP with the NAT Implementation Groups, the international ATM service providers, user organisations and other interested parties.<br />
To coordinate and disseminate relevant programme management information among the international ATM service providers, the NAT IMG, its sub-groups and other interested parties.<br />
To devise, implement and maintain a tracking programme against the proposed service improvements and report accordingly.<br />
To provide status reports on a regular basis to NAT IMG and its sub-groups<br />
To address other issues as directed by the NAT IMG.</p>

<p>Datalink Trials</p>
<p>FANS1/A ADS WPR :</p>
<p>ADS trials are now complete in NAT airspaceand is operational in NAT ADS airspace.</p>
<p>FANS1/A CPDLC:</p>
<p>Phases 1 &amp; 2 CPDLC Operational trials were commenced by NavCanada (Gander) and UK NATS (Shanwick) in Autumn 2002 and Phase 3 commenced in December 2003. Iceland (Reykjavik) and commenced Phase 1&amp; 2 operational trials in 2005. Portugal (Santa Maria) commenced Phase 3 operational trials in the last quarter of 2006. A fully operational CPDLC service is in operation in the New York FIR.</p>
<p>FMC WPR:</p>
<p>Some aircraft are equipped with systems (PIP and Pegasus) that enable non-ADS datalink position reports to be made from the aircraft&#8217;s Flight Management Computer. Although designed for aircraft operators&#8217; use rather than for ATC purposes, it has been recognised that it could be of benefit to ATC. Operational FMC Waypoint Reporting trials have been completed and FMC WPR is now operational in participating OCAs.</p>

			<content:encoded><![CDATA[<p>Volcanic ash clouds present a serious hazard to aircraft. The North Atlantic Region includes areas of volcanic activity, particularly in Iceland. The United Kingdom and Iceland have agreed a contingency plan to take account of this activity which is likely to affect flight in the Reykjavik OCA, the Shanwick OCA and the Scottish FIR/UIR. The plan sets out standardised guidelines for alerting aircraft when eruptions occur and procedures to be followed by the United Kingdom and Iceland when planning routings around the ash cloud.</p>
