Terms of Reference:
The
FIG is responsible to the NAT IMG for the
harmonisation, overall
monitoring and reporting of FANS implementation conducted in the NAT
Region and other related tasks directed by the NAT IMG.
The FIG shall remain cognisant of the long-term goal which is a
SARPs compliant ATN system. The
principle tasks of the FIG are:
- To develop the methodology for the FANS implementation process
including harmonisation of implementation activities, monitoring
requirements, reporting functions and arrangements among its members for
use and distribution of FANS related data;
- To develop success criteria and methodology, inclusive of a safety
analysis, for assessment of the Trials program;
- To evaluate FANS end to end performance;
- To establish and oversee configuration management for the
implementation of FANS systems for the NAT Region;
- To identify and resolve procedural and technical issues critical to
the success of FANS implementation;
- To develop application level messages for ground/ground forwarding
of FANS data between ATC units;
- To implement and administer FANS performance/problem monitoring and
reporting system;
- To develop procedural and/or technical improvements to FANS
Operational Trial Plans in the NAT Region;
- To address other issues as directed by the NAT
IMG.
Composition
The
FIG is composed of representatives from: Canada, France, Iceland, Ireland,
Norway, Portugal, United Kingdom, the United States, IATA, IFALPA, Boeing,
Airbus Industrie, ARINC, SITA and Inmarsat.
Participation
is open to other NAT SPG Member States that feel that their participation
is essential for the successful implementation of FANS 1/A in the North
Atlantic Region.
Working Methods
Participation
in the FIG is to be limited to those whose input is essential to the
success of its work in order that the Group may effectively discharge its
responsibilities. The FIG
will draw on the expertise of other IMG Groups to resolve specific issues,
with arrangements made between the FIG Rapporteur and the Rapporteur of
the other Group(s) concerned.
The FIG meeting schedule will be determined by the level of FANS
1/A implementation activities and development and timing of associated
issues requiring attention. A
report of each FIG meeting will be submitted to the NAT IMG.
